You may want to look at RTG... http://rtg.sf.net <http://rtg.sf.net/> . This is 
a rather useful SNMP collector, able to input data directly into SQL.

its not realy a good idea to use Flow based accounting for billing
issues. Flow samples are not very accurate.

In any case u need to use snmp and collect all needed details from
your switches. Thats the easiest way i think.
