It seems like changing the cache settings in IE6 improved the
situtation. I went to:

Tools->Internet Options->Temporary Internet files->Settings

and changed "Check for newer versions of stored pages:" to "Every visit
to the page" instead of "Automatically" that was set earlier...

Is there a way to solve this without having to force/tell the users to
change this setting?
