Hi,

Maybe it is due to the "QUANTIZE_COLORS=256" parameter. It means your 
image contains 256 colors max. Try without it, but your images will be 
bigger (more colors = bigger size !).
If you are using MapServer 5, you could try 'DRIVER "AGG/PNG"' instead 
of "GD/PNG".
