Serge maybe have a look at the plugin "layerselect". It requires the site admin to configure all potentially available layers. This can be much more than the defaults displayed in the TOC. Users can then select the ones they do not want.
A small problem might be the search options since this is not changed dynamically I think, I have not used this plugin since some time so I'm not sure... But I guess it would not be too much of additional work to implement a synchronization of the available layers and the search options.
