I guess you need to run php at first. Prior to PmWiki installation,
(pre-requisite), you need to install a server and php (
http://www.pmwiki.org/wiki/PmWiki/Requirements).

Some people install both Apache and PHP using XAMPP (note PmWiki doesnt
need mySQL), thereafter copy PmWiki files in the xampp/htdocs/ folder ;
for something lighter than Apache, have a look at the standalone
installation this page describes :
http://www.pmwiki.org/wiki/Cookbook/Standalone

At the end of the process, as soon as you get a working server and php, you
should be able to reach your local PmWiki using your browser at
http://localhost/pmwiki/pmwiki-2.2.71/pmwiki.php
