Control where your PmWiki folder is located : should be in htdocs. In my case, local website is "quinze" : d:\xampp3\htdocs\quinze\ I meet pmwiki at http://localhost/quinze/pmwiki.php
You can check php running by going to : http://localhost/ should be redirected to : http://localhost/xampp/ ; find a shorcut for phpinfo.
