You are using bzr in "decentralized mode" even when committing to the upstream "official" LP branches. I.e., you push your local branch over the public LP branch of which running local revision numbers (and their maximum number) can differ from your local branch's ones. If there are less revisions committed to your local branches, launchpad pops the extra revisions in the old public branch away from the history.
