Step 2 solved the problem. I'm still not sure how it occured in the first
place and this doesn't seem like a common issue, so it must have been due
to incorreclty installing OCL. It seems like I've never installed
ocl-icd-libopencl1, but there is a folder of ocl-icd-2.2.8 on my machine. I
need to start from scratch and make a clean install to find the real
cause.
Another workaround I found in this forum was to configure pocl with
--disable-icd. This doesn't even look for the cl_egl header file.

cl_egl.h is part of the Khronos OpenCL headers. This file should be
installed with your system's OCL headers package. This file seems to be
missing from pocl, which I think is by mistake/oversight.
Googling for 'cl_egl.h missing' seems to give a lot of hits. The file
was introduced with OpenCL 1.2, so this change is fairly recent.
What you can do:
1. update your system's OpenCL headers from distro repositories
2. download the file directly from khronos.org, and put it in
/usr/include/CL/
or
3. Fix it in pocl 130105516;z
