Yep.  And thank you.

                                        (the quotes are optional)

Without the quotes, it becomes L<sec>, which is syntactically
indistinguishable from L<name>.  So you had to potentially search the
current document for a matching section, search the user's directories for
a matching module name, and search all of CPAN for matching a module name,
And in the end, you may still have to guess whether the author meant
L<sec> or L<name>.
