Ah, ok. I generally stick with the stable releases, so that

Mmmm...I'll assume you're being funny here, but just in case I
offended you--my apologies, that wasn't the intent. In point of fact,
what I'm doing (worldbuilding preparatory to writing short stories and
RPGing) needs the ability described above (to have text and a link to
another HTML document); I chose a simple example for my question because I
wanted to keep everyone's bandwidth low.

True. In any case, the change required to allow it is only about
eight lines; they now exist in my local copy of POD::Html, so my itch is
scratched. I included the patch in my original email; it would thrill me
if it got used, but I won't lose sleep if it isn't (since, as has been
discussed, the whole module is being rewritten anyway).
