Pod::Text will reproduce them as-is; it doesn't know much about character
sets at present.  (It assumes ISO 8859-1 for symbolic character names,
though, which is less than ideal.)

Pod::Man mangles non-ASCII characters because non-groff *roff
implementations do horrible things to them.  There was some recent
discussion of that here and some plans to fix it.
