POE 0.24 is finally released.  Thanks, everyone, for the work you've
put into it.

This release includes a major refactoring of POE::Kernel.  The stage
is now set for XS and other scalability enhancements.  Most people
will only notice the new mandatory warnings introduced by a scheduled
signal handler deprecation.

There also are a number of improvements, mostly contributed by POE's
users through the mailing list and IRC.  The change logs list the
grueling details since 0.23.

Even now the latest tarball should be hurtling towards your favorite

PPD and tarball.
