If we do decide to put any portion of that under POI it would probably be on an independant release schedule. The intent of formal "releases" is to tie things up to make sure there is always something that is runnable and bring sanity back to things. If we're always pefecting and never "making it work" then we never "produce" anything that works and things can get insane real quick.
The XML stuff would be dissimilar to everything else so that there would be no reason for it to be released with everything else, just depend upon it. It should have a release schedule, just no idea yet what that would be. It seems Sylvain has lost interest in the POI community and issues surrounding this so we can now just work out with Scott Sanders who's interested in using this functionality and anyone interested in contributing to this effort, how to get it sanctioned out.
