I think it is poi-2.5.1-final-20040804.jar that need to be in classpath.
This file can be found in the downloaded ZIP file
poi-bin-2.5.1-final-20040804.zip.
poi-bin-2.5.1-final-20040804.zip also contains documentation API docs
