Chello was/is regularly found on various blacklists. I'm not yet
convinced I should whitelist them because of that.

If there's no other way then I'll have to, but it would not be
voluntarily.
(A nice way would be to be able to set a default HELO_MAX_COUNT and a
per host/domain HELO_MAX_COUNT but maybe that's too much..?)
