Polipo will not block on name lookups, even if there's no local DNS
proxy.  That's the very reason why Polipo has its own DNS resolver.

If you run Polipo with dnsUseGethostbyname set to true, Polipo will
block on DNS lookups, even if there's a local DNS proxy.

I'm currently using pdnsd on my laptop, and dnsmasq on my desktop
machine.  Both are fine pieces of software, although pdnsd still has
a number of issues with IPv6 (which I'm planning to fix when I find
some time).
