If <sha1> leads to too many files (like >>32K), then dividing it by 16
might not be sufficient, so maybe using the first 2 digits would
be preferable (leads to 256 subdirectories with >128 files in it (on
average)).
Ideally, Polipo should be able to switch to such a scheme dynamically on
a per-site basis ;-)
