This seems like an awful lot of work for something the windows installer
should do for you on install.  The issue with polipo on windows is that
polipo doesn't look in the right places for dns servers and config
files.  It also cannot handle spaces in the pathname for files, such as
"C:\Program Files\Polipo\forbidden". 

I thought most of what Chris worked on last summer was making polipo
more windows friendly.  We just need a new release to find out how
windows friendly it is now.  At last test, git master failed to compile
on windows for me; but again, I think Chris is working on that.
