Wrong. In August 1970, Secretary of Defense Melvin R. Laird directed the military departments to apply a Total Force concept to all aspects of planning, programming, manning, equipping, and employing National Guard and Reserve forces. In 1973, the Department of Defense adopted the concept as the Total Force policy, which recognized that all of America's military -- Active, Guard, and Reserve -- should be readily available to provide for the common defense. The constitution has been overturned.
