The 1973 military realignment placed the guard under the Army. Governors controlled the guard within their state. The president can nationalize or federalize the guard to be used outside that state or on foreign soil without the approval of said governor. The Bush administration, in it's mad and wicked grab for power, extended the president's power to usurp control of the guard within its state.
