As I mentioned, the code appears to be from PolicyKit before version
0.3. Miloslav confirmed that back then:
The PolicyKit command-line tools are licensed to you under the GNU
General Public License version 2.

libpolkit is licensed to you under your choice of the Academic Free
License version 2.1, or the GNU General Public License version 2.
I am talking about libpolkit.h, part of libpolkit, which has AFL as an
option.

Let me again quote the header section of the file in question:

Please explain to me how it is "pretty clear" that the source isn't AFL.
