Just to add... We had a few example of using Polymer in a Chrome app but the demos are likely very stale: https://github.com/PolymerLabs/labs/tree/master/priyanks. I hesitate to even share them here.
The big gotcha with Chrome apps is that they require CSP. To make CSP happy, you can use our Vulcanize tool with the --csp flag: http://www.polymer-project.org/articles/concatenating-web-components.html That should get you cooking.
