I think perhaps you are confusing Polymer with a typical javascript library 
or plugin. I would recommend reading more about how web components work, in 
general, regardless of Polymer. A single "polymer.all.min.js" is not 
possible, as web components are not just javascript, they also encapsulate 
html and css.
