Indeed. I agree that the servers in the pool are not the main source of
the problems. However, they do represent a large group of people who
actually know what NTP is, and can be contacted relatively easier. No
fighting your way through an abuse department convincing them there's
actually a problem.
Plus, any server that can be exploited is just adding to the chaos right
now.
