I do not have any experience of running a public NTP server (in the Pool or not) behind NAT. I am running all my servers directly connected to the Internet with public IP addresses.

ntpd is doing the rate limiting by itself just fine. You do not need to have a firewall in front of it for doing rate limiting.

Are you running your NTP server on a dynamic IP address? If yes, then it is useless for the Pool, do not add it.

pass, but I'm concerned about lightnings.

Wi-Fi most often has too much and varying latency, it sure does not help to run a public NTP server over it. Regarding the thunderstorms, are you asking about the GPS receiver? If yes, I do not worry, as mine is sitting on the outside window ledge, so there will be other parts of the building being hit by lighting. But even if you have your GPS receiver behind the roof windows, other stuff from the roof or window will be hit by lightning first.

Once you pick your servers you don't need to put extra restrict statements
about them unless you want to grant the remote peer some extra privileges
