Not honoring exclusion requests doesn't make someone inherently bad.
In my opinion, everyone sending unsolocited data and not honoring requests to
stop it is bad.
It does not matter if there is a good or bad intention behind it.
Those guys like shodan send megabyte after megabyte of traffic to my /16 and
have no intention
to stop it. But they also have no idea about what it costs to forward this
traffic. I call that irresponsible.
