If you don't want unsolicited research, you won't setup an ATLAS probe on your 
network ;-)
The main purpose of the ATLAS probes is to measure network reachability and 
quality on user
defined targets, so there is no intelligent way to put an ATLAS probe in a 
strictly filtered network environment.


In general, I would appreciate a second monitoring system for the whole NTP 
pool since you eleminate the "single point of failure"
and you are also able to test/check the GeoDNS-Features of the pool name 
servers and load balancing.
