This looks like all the port 37 related traffic is coming from one provider 
(Private customers of KPN) 

Is there a way to contact the systemadmins of everybody in the nl.pool.ntp.org?

out of interest i checked this on my server in the UK region and only 
saw 3 requests to port 37 (all TCP) over a five-hour period. assuming 
you're in a different region, i wonder if there's some particular device 
(like an ISP CPE) responsible for those requests?
