add _permit_setugid symbol to check_icmp, also move it to a separate
subpackage (check_fping or check_ping avoid the need for this).
fix existing pkg/MESSAGE which should have been pkg/MESSAGE-main and
add a quick note about monitoring-plugins-icmp.
