Mine was
https://ftp2.eu.openbsd.org/pub/OpenBSD/snapshots/ports.tar.gz
but they are the same - you are right, dev/ and deve/ are not there.

Now I know how I got them: I did a checkout without the -P
on this new machine, before I had my ~/.cvsrc;
indeed, update -P got rid of them.
