I ran this through a bulk on amd64, which means it's also been exercised a bunch along with the code it generated. I expect everything having a BDEP on swig or math/py-scipy will want a bump so we're sure packages are tested with the code generated by the new swig. Unsure if it's prudent or overdoing it to test on more architectures. Once that's settled, I'm ok with this going in.
