just after that line in DESCR (otherwise it makes me think "wow, thanks for giving this information which is completely useless because it doesn't say what or why"). no need for a post-install MESSAGE because pkg_add already points users at the pkg-readme. (some will still ignore it, but they'll ignore MESSAGE too...)
