Where does it say that the packages on CD must only be open-source? I see
that they must be freely redistributable, but I do not see anything else.
As I see it -- and I may have it wrong -- Opera could alter its license to
allow redistribution for things like OpenBSD CD-ROMs while still keeping
the program commercial and proprietary.
