Specific to this port:
Are "rules and IP address matching constants" subject to copyright?
What's the text in the individual files actually say? Does either
license affect the permit options?

In general:
Are we really going to take it upon ourselves to be the copyright
police? I'd just as soon take whatever upstream's author says is the
license and stay out of whatever disputes there may be (and certainly
let's not go causing trouble).
