The COPYING file doesn't tell you whether it's "v2 only" or "v2 or later", for that you need to look at the actual copyright notice rather than the separate license text. Here it's * This program is free software; you can redistribute it and/or modify * it under the terms of the GNU General Public License as published by * the Free Software Foundation; either version 2 of the License, or * (at your option) any later version. -> "GPLv2+" (if some software doesn't have a copyright notice with text like that, really they should add it).
