Explain to them that 450 means to try again later. You are 'handling
the situation' by doing what their server said to do. If they have an
issue with that, they need to take it up with THEIR server.
If your server should somehow know what users are supposed to exist on
those other servers (as others have mentioned), then that's a separate
issue, but the above still applies. ;)
