We did, it didn't work, it's mostly deprecated, and nobody does it. See RFCs 5335 and 5336 for the failed experiment to put backup ASCII addresses in EAI addresses, and RFCs 6857 and 6858 for elaborate but almost entirely unused ways to downgrade received mail for non-EAI POP and IMAP clients.
