You can use in both.
To be more precise, you can use weighed DNSBLs at postscreen-level
and also in your spam filter.
SpamAssassin for example supports header scanning and re-use the same DNSBLs
to positively or negatively score mail.
Don't know abous other rspamd capabilities, I guess it can to either -
rspamd afaik supports SpamAssassin rules.

I believe the best is replicating them at spam filter level, see above.
