You have not posted the requested statistics of "c+d" delays sampled over a few hours of mail deliveries (mean, median, and an ASCII histogram would be useful). 4. Congestion is not a single message phenomenon, you MUST identify the bottleneck by understanding which destinations account for the majority of the delays, where that mail originates, and why its delivery is slow.
