1.      You have said nothing about whether the bounces are for inbound
        mail to invalid recipients (fix recipient validation, which you
        disabled) or caused by outbound mail sent to invalid addresses
        (fix your mailing lists).

2.      You have not posted any information from QSHAPE despite multiple

3.      You have not posted the requested statistics of "c+d" delays
        sampled over a few hours of mail deliveries (mean, median,
        and an ASCII histogram would be useful).

4.      Congestion is not a single message phenomenon, you MUST identify
        the bottleneck by understanding which destinations account for
        the majority of the delays, where that mail originates, and why
        its delivery is slow.

Please don't waste our time with further questions that are not
backed by the relevant quantitative information.
