I cannot find it from my current path - should it be? it is located on /usr/local/bin/
and when runnig it as
/usr/local/bin/geos-config --version
I got 3.1.1

In the 1.3 branch, PostGIS simply picks up the version of GEOS as indicated by the geos-config executable in the current path. So the quick check would be:

geos-config --version
