PostGIS 1.4.1 for windows is now up on stack builder for those who wish to upgrade via stack builder interface.
Aside from the new PostGIS 1.4.1, the geos library has been upgraded to GEOS 3.2.0. So all those people with topological issues and weird buffering errors like issues with negative buffers with GEOS 3.1, should probably upgrade. Let us know if you run into any problems.
