That is exactly the one thing we must avoid. Because all existing renderers,
maps and tools will interpret it as:

highway=tertiary => Rendered as a regular highway
lifecycle=proposed => unknown tag, ignored

On the other hand: At least highway=construction is already established and
works very vell. So don't break it.


On another point: The cleanup of additional tags after a change to the
"main" tag is a general problem. A solution would be nice, but it is neither
limited to this use case nor to Potlatch. E.g. when you switch a
highway=track, tracktype=grade2 to a highway=unclassified with the presets
in JOSM, the tracktype will remain and cause erroneous renderings in various
maps.
