Although I'm not Russel, it may be of help if you uncheck the option
"Always wait for ctrl, alt, shift, and win to be up ..." 
in GUI's "Key/Mouse -> Setup".

Actually, I did the test myself, I noticed in fact a bit delay,
but not so long (2-sec) delay. It might be dependent on the amount
of items in [Active] section.
