Left-click and dragging by default will drop the dragged item onto the
command under the button you drop it on. If you right-click and drag the
item, on drop there is the context menu that allows you to add the item to
the bar (left/right etc). Testing, it worked fine here.

Maybe a very detailed step-by-step will allow better reproduction of the
problem you are getting.
