I should have written:
PowerPro's environment is sometimes out of step with Windows environment.

I just tested with a Windows shortcut to %pp%\dundial

doing: exec.setenv("pp","nonsense")
did not break the shortcut

So it seems that exec.setenv(%envvar%,"new value") changes
PowerPro's own copy of the environment but does not always change
the Windows environment.
