"Active" and "Focused" could be different ones practically.
If not, '*keys {toany hidden_wind}' might not be possible.
(Do you remember 'xcaption', which is "PowerPro my_pcf" in my system
when running a script, that was actually hidden in my system?)
Maybe 'x-mouse' feature or simply executing 'win.mouse("LeftClick")'
after minimizing/hiding a window could solve the issue?

Can it be more correct: the responsible window when the app is
trayminned and/or possibly hidden?
Then, they possibly have an option "show tray icon" or "minimize
to tray". Turning off this option might solve the issue.
