Sean, thanks for the help.  Just to clarify, without *Keys {to none}
or {to program manager} - both which fix the problem, when the hotkeys
stopped working, they totally stopped, even if I opened a new window
or clicked on the desktop (program manager).  This is what was odd. To
get the keys working again I had to open the config program and click
'OK'.

Now, if I do ever have a problem where the keys totally stop working,
specifying {to none} will fix it. (it appears when there is no window
active and when I use hotkeys to send keys, no keys are sent and
hotkeys are disabled thereafterwards - if you need to reproduce the
bug - see the really long email that I sent describing how to do it -
and again I was able to do this on two other xp pro machines and not
on a Win-Me machine).
