I know that this has been a quirk for a while. You can position a bar partially off-screen, but with each config of powerpro, it will walk 1 pixel further into the screen until the bar is fully on-screen. I've always wanted a toggle for turning on/off the code that does that, but now that there's more than one reason for it...maybe you could add it bruce? Maybe a grey-check option on GUI Contrl | Force newly opened windows completely on screen would be appropriate (if possible).
