I think you're right about programs not being able to get a current list of tray icons from the OS. Yet I've seen "PS Tray Factory" doing a great job at that, and I don't know what tricks it's using. From what I can see all it does is to keep installing itself in the "run once" registry key, from which it gets an early start, at least early enough to display as many icons as the windows system tray.
