What I meant was this:  PowerPro hooks rely on corresponding Windows 
hooks to work and there does not seem to be a Windows hook for this.

Anyway, the code says it has to be run as a service and PowerPro is 
not a service.

This is not an area I am interested in pursuing, I am afraid.
